Returns the total amount of payments to an instructor.

- Year (i.e. 2000, 2001, 2002)
Example(s)
PAY1099(inid) returns total payments made to instructor (i.e. 15000- paid to instructor for the 3 years employed)
PAY1099(inid, 2002) returns total payments for given year (I.e. 5000- paid to instructor for the year of 2002)
